Anthony M. Luttrell
President and CEO

Mr. Luttrell has over thirty years experience in the pharmaceutical, biopharmaceutical, and medical device industries. He specializes in operations management and quality systems for active pharmaceutical ingredients, finished pharmaceuticals, medical devices, and biological products. He has extensive experience in all aspects of manufacturing, validation, quality control, computer systems compliance, plant microbiology, and quality assurance in a GXP environment.

Mr. Luttrell has held numerous positions of increasing responsibility in industry, from the laboratory bench to executive management including most recently Vice President of Quality for MedImmune, Inc. Previously he held executive positions including Vice President of Quality and Vice President of Operations. He has also been a Director of Quality Assurance for several companies. He has previously worked for Solvay Animal Health, Kendall McGaw Pharmaceuticals, Baxter Healthcare and the Warner-Lambert Company.

Mr. Luttrell is a graduate of the Minnesota Executive Development Program at the Carlson School of Business, University of Minnesota and holds an MBA from Oakland University as well as a BA in Biology from Spring Arbor College. He has been an active member of the PDA and American Society for Quality.



Bill RaderW.K. (Bill) Rader
President, R&D & CBDO

Mr. Rader founded the company in 1998 and served as the President and Managing Member until merging with IBS in 2008. Under his leadership, Raland established strategic office locations and provided services to clients including Fortune 500 companies throughout the United States. Mr. Rader's dedicated efforts have assured the company's success allowing it to become a highly respected and sought after solutions provider. Mr. Rader now serves as the President of Research & Development and as the Chief Business Development Officer.

Prior to Raland Technologies, Mr. Rader worked in a variety of positions from Consultant and Senior Engineer to Vice President. Mr. Rader started his tenure in the early 1980’s in the engineering sector of the U.S. Navy as a Nuclear Engineering Reactor Controls member of the Submarine Fleet. After his service he worked in increasing levels of responsibility in industry up to his position as President of Raland. Mr. Rader holds a Bachelor of Science in Electrical Engineering and is a Member or Senior Member of many industry organizations including: ISPE, PDA, IEEE, Tech Council/MDBio, TechPoint and ISA.



Debra Pagano Principal ConsultantDebra Pagano
Principal Consultant

Ms. Pagano serves as Raland's Principal Consultant for Life Science Services. Prior to her association with Raland, Ms. Pagano consulted to industry after working for the Food and Drug Administration for 17 years. She was the Pre-Approval Program Manager from October 1994 to October 2002 and previously held positions as drug specialist and investigator.

Ms. Pagano has provided the Pharmaceutical Industry as well as FDA investigators and chemists, training in various drug program areas. She was a course advisory member and teacher for FDA's Pre-Approval Inspection Training Course for Investigators and Chemists; FDA's Pre-Approval Manager Update session and FDA's Basic Drug School.

Ms. Pagano is an adjunct professor for Temple University's Quality Assurance/Regulatory Affairs Masters Program. She has conducted numerous inspections in the pre-approval program and pharmaceutical areas and was on FDA's Foreign International cadre. She holds a Bachelor of Science in Medical Technology from Arcadia University (formerly Beaver College), Glenside, PA.



Patricia Rader Executive Vice President, InformaticsPatricia Rader

Mrs. Rader served as the Director of the Learning Solutions division for over three years prior to being promoted to Executive Vice President. She aided in establishing the Learning Solutions division in 2006, and served as the divisional director prior to her promotion to Executive Vice President. Her expertise in delivering high quality training programs and computer based training (CBT) products set her aside as a visionary in the field. Her hands-on management style has produced the highest quality products and services, receiving acclaim from every client served.

Prior to arriving at Raland, Mrs. Rader managed Technical Documentation and Integrated Training Programs for top companies including Harris Corporation, Ericsson, Unisys, and Xerox. She holds a Bachelor of Science in Journalism with concentrations in Technical Communications, and a Minor in Psychology from The State University of New York.



Dale CanningDale R. Canning
Executive Vice President, Learning Solutions

Performance support material development has been the focus of Dale's career for nearly twenty years. As a former Master Training Specialist and curriculum developer for the US Navy, he gained invaluable experience in live, stand-up instruction and curriculum development for instructor-led training. He has since embraced the technology and techniques for distance-learning, with experience in the development interactive videodisc, computer-based training, video tape, and web-based media.

Dale has extensive experience in the area of process improvement, specifically in the areas of LEAN and Six Sigma. He was instrumental in the development of course for the Rochester Institute of Technology Center for Excellence in LEAN Enterprise, and the Six Sigma Academy, for which he created a course, entitled The Six Sigma Executive.

Dale is the Marketing Chair for the Greater Rochester Quality Council, Reviewer for the Empire State Advantage and Board Member-at-Large for the Greater Canandaigua Civic Center. He has a Bachelor of Business Administration (Summa Cum Laude) from the San Diego Campus of National University



Jan M. Luttrell Vice President, OperationsJan M. Luttrell
Vice President, Operations

Mrs. Luttrell has had over twenty-five years direct experience in regulated medical and biological laboratory settings. Her areas of expertise include biological analytical method development, technical transfer, and the complete administration of quality control programs for biological products, including vaccines. Jan’s experience includes bioassay, animal testing models, analytical chemistry, microbiology, virology, immunology, validation and auditing, as well as development of policies and laboratory systems for cGMP compliance. Skills developed include antibody purification, DNA and protein electrophoresis, column chromatography, ELISA testing, immuno florescent techniques, virus purification, antisera development, DNA purification, restriction analysis, DNA ligation and hybridization.

In her role as Vice President, Operations, Jan brings not only the understanding of industry, but the experience of having worked within the environment for many years. This unique perspective allows for her to better fulfill her duties.

Mrs. Luttrell holds a BS in Biology from Wartburg College, Medical Technologist Certification and ASCP Registry. She also graduated from Rochester State Community College, Rochester, MN with a Medical Laboratory Technology- Diploma, Honors Graduate.
